I have a senior chief who goes off the wall yelling at people for stupid hings all day. We brought it up at Captain’s Call, and he was good for about 2 months , and now he is back to yelling again. First classes fight about who has to go into his office because everyone is scared of him. Today he yelled at me 4 times, and basically said I was no good, because I haven’t been able to get qualified in anything, I tried to explain how hard it was to obtain the qualification needed due to only one person can give the test, and he said yes or no only, so I couldn’t even try to talk with him. I also happen to be on LIMDU, and he has yelled at me several times for it, even though medical tries to talk to him. we have a guy who broke his leg, and has been limdu for 6 months, and he says nothing to him, but I have only been on limdu for 45 days for breaking my toe, and yet he yells at me constantly. I would like to know what to do, I like working there, but everyone from E-6 on down wish he wasn’t there.

You need to address your situation with your Command Master Chief. If the Sr. Chief is affecting good order and discipline your CMC needs to know. Now, you need to evaluate your situation to ensure that you are not just complaining about a dominate leadership style. You may also want to look at the responsibilities this Sr. Chief has within your division that may be causing his behavior.

I have only had the EM1 title for a few months, and I am a reservist (yes I have prior active duty years ago). Surgemain is wanting to fish me up which sounds good but I had other senior enlisted that told me I may be working as a specialist in my rate taking this course, but the board is looking for leaders, not ness. technical specialists. At E-6&7 you should already be able to show you are one of the best in your rate. It sounds like fun, but I am not here for only fun. EM1

If you take a billet and perform to the best of your ability and continue to do that throughout your career you will get promoted. If you want that job then go for it and do your best at it and have fun. If you are a hard charger and get involed in your command you will do fine.

I was an LN2 with 7 years in. I was separated from the Navy on Feb. 8, 2006. I separation was Honorable and due to pressing family issues. Those issues have been resolved and I want to come back home to the Navy. My question is, will I be able to retain my rate and rank upon reentering the Navy?

It has to do with the RA code on your DD214. Now keeping your rate and paygrade is entirely up to the current health of your rating. You need to contact your local recruiter and ask those question. I have the NCS contract ( national call to service) and will be going from active duty to the reserves next year and I want to stay active duty. I have talked to a number of poeple and get mixed answers from all regarding wheather or not I can stay active because my contract has my reserve time in it. No one seems to know for sure how it works ( I just keep hearing its a cruddy contract ), even my career counselor doesnt have a straight answer except there is nothing that can be done. How ( if there is a way ) do I go about finding out if I will be able to trade my reserve time for active duty.

Can a service member while in military uniform wear motorcycle safety gear (jacket, vest or chaps ), to and from the motorcycle?

There is no official Uniform reg that covers this issue but in researching this I found numerous local base instructions covering motorcycle safety clothing. Being a daily rider myself I have worn my jacket and chaps into the office but I always wear my cover ( just in case a salute is required). In the summer months I normally leave all my gear with my bike, it is just too hot to wear it all into the work site. My best advice, as always, is to discuss this issue with your base CMC. Your base commander sets the uniform standards not covered in the Uniform regs and the CMC is the person who will have the right answer. Enjoy your ride and remember all the worries of the day can be solved with just a TWIST OF THE WRIST.

Any additional uniform items such as flags or command patches can be authorized by your CO. It has been my experience that most commands allow flags to be worn on the right shoulder and a command patch on the right breast pocket. Ask you CMC what your command policy is.

I have currently been on active duty for a year and two months. I initially signed up for a reserve program called NPSB (a.k.a NATS) that would give me a big bonus upon my returning to the reserve after completion of “C” school. I am still awaiting my opening for “C” school but I was wondering If possible could I put in a package to stay on active duty to go REGNAV or do I have to go FTS? Currently I am TAD at my command so it is very hard for me to contact a CCC or a detailer that can help me. I just want clarification and a little help on what to do and how to go about it?

The issue here is that you enlisted on a reserve contract. The USNR needs Sailors just as much as the Active component. I won’t say you can’t convert over but the odds are not in your favor to do so. You will need to contact a CCC when you get to “C” school and try to submit a package to convert over.

There is no website that I am aware of or was able to find. My best advice is to ask the other Chiefs in your mess for some good examples. Make sure you emphasize your leadership and the success of your subordinates. Also be aware to not use words that are not quantifiable, all those buzzwords that for some reason we have all been trained to use are completely useless. Be honest and concise and you will be fine.

Contrary to popular opinion, not all Chiefs drink a lot of coffee. In my experience the older the person, the more coffee they drink….and since most Chiefs are older it appears they drink more coffee.

The cleaning of the coffee cup has to do with people believing that a cup is seasoned with coffee stains and helps retain flavor…..which is not true.

So there you go.

I have been told that an undershirt is not required under normal circumstances for E-7 and above. I know you have to on a ship, and I have dug through the uniform regs but can’t find it. I have recently returned to sea duty from a Marine Base wear sailors were few and far between. I know undershirts are not required for Marines.

I know a CO can authorize the wearing of Command ball caps, but can he REQUIRE everyone to purchase and wear a Command ball cap? I thought they were optional items and didn’t believe he could force you to purchase an ‘optional’ item. Everything I can find only states he can authorize them.

If the hats are being bought by yours ships MWR, then it is an optional item. It the item is not sold in the uniform shop or available online through the NEX, then it is an optional item. I do not think there is an actual regulation stating that you must buy a ballcap if your CO designates one. I have only seen where you get the first one free then you have to buy all the others ones after that.

By the Numbers is typically used in two different places. The first is as a statistical reference. Stat reports are often referred to as “By the Numbers”. It can also mean following directions step by step, i.e. Step 1, Step 2 and so forth.

In the uniform regulations it states that gold rating bages and service stripes are for 12 years consectutive service in Navy and Marine Corps meeting criteria. What if a member did 6 of those years Army, received their Army Good Conducts, transferred over to Navy, without any broken service, then completed another 6 yrs service with no displinary issues. Are they able to wear the Gold service stripes/rating badges?

Below is directly from the Uniform Regs

The uniform regulations state you must have 12 consecutive years of Naval Service. The 6 years of Army Service do not count towards the member’s entitlement to wear gold.

Uniform Regulations – Chapter 4
4232. GOLD RATING BADGE AND SERVICE STRIPES. Personnel whose most recent 12 cumulative years of Naval active or active reserve service meets requirements for Good Conduct Service (that which meets minimum requirements for performance, conduct and evaluations marks for the Good Conduct Award) shall wear gold rating badges and gold service stripes on Dress Blue uniforms, Dinner Dress Blue uniforms and Dinner Dress Blue/White Jacket uniforms. The 12 years may be active or drilling reserve time in the Navy, Navy Reserve, Marine Corps, or Marine Corps Reserve. Times excluded are: delayed entry programs, inactive reserves and broken service. Under broken service conditions – resume the cumulative time count upon active duty reenlistment or upon enlisting in the drilling reserves.

I can’t find any instruction or guidence regarding cell phones in uniform (i.e. walking and talking, proper wear on the uniform, etc.). Do you know of any references that I can use when confronting a shipmate? I would like to be able to give my shipmates accuarte and current infromation to protect them from being called out by the Chief.

Below is directly from the Uniform regs, Ch 2, section 3. As long as a Sailor can render a salute they are authorized to use a cell phone in uniform. But many base Commanders are limiting that usage so you will need to check with your base CMC’s office for your local instructions.

(1) NO ARTICLES SHALL PROTRUDE FROM OR BE VISIBLE ON THE UNIFORM, including such items as, pencils, pens, watch chains, key chain fobs, pins, jewelry, combs, large wallets, cigars, cigarettes, pipes, or similar items (Jewelry, tie clasps, cuff links, shirt studs and earrings shall be worn as prescribed elsewhere in these regulations). Communication devices issued for official business may be worn on the uniform in the manner prescribed below:

(a) Working and service uniforms: one wireless communications device (e.g., cell phone, personal digital assistant (PDA), pagers, etc.) may be worn on the belt, either side of the body and aft of the elbow. Devices will not be visible from the front and worn in such a manner as to impede the normal wear and appearance of the uniform (e.g., sagging, bunching, etc.).

(b) Service dress and above uniforms: wireless communication devices are not to be worn in such a manner as to be visible (i.e., front, side or rear, bulging, or protruding) when wearing dress uniforms.

(c) Use of these devices will not interfere with the proper rendering of military courtesies and honors.

(d) Whenever there is a concern for operational security, the authorized wearing of these devices will be at the commanding officer’s discretion.

Also, today I went on BOL and looked at my ESR and noticed that my next date of next paygrade was listed as 070916……is this when I get paid or just when I start wearing the rank ( and yes I realize pinning isnt till the 21st)

Congrats to both of you on being selected to join the most exclusive of all fraternities. Since both of you have asked similar questions I can kill two birds with one stone. The number after your name is the seniority order of the selects in your rate. It will also determine your paydate. Your paygrade date in the date in which you get paid. So technically you could show up to work on the 16th in your new khakis and anchors, but I STRONGLY ENCOURAGE you NOT to. Waiting those extra 5 days will pay off in the long run. Again well done and remember where you came from.

If you are not enlisted in the US Navy your first step will be to contact your local recruiting office. You can find your local recruiting office via the yellow pages or at http://www.navy.com. Naval Career Counselors (NCs) are the only rate close to human resources on an enlisted level. In addition, you cannot enter the Navy as an NC, you have to advance to E5 in another rate and complete 6 years of service before converting. If you specifically want a human resource job, there are human resource officer designators. You’ll need to speak to an officer recruiter to check your eligilibity.

NO. PT is stopped and honors are rendered as per US Navy Regulations:

1205. Procedure During Playing of National Anthem.
1. Whenever the National Anthem is played, all naval service personnel not in formation shall stand at attention and face the nation’s ensign. In the event that the national ensign is not displayed, they shall face the source of the music…Persons in civilian clothes shall comply with the roles and customs
established for civilians.
1206. Morning and Evening Colors.
6. In the absence of a band, or an appropriate recording to be played over a public address system, “To the Colors” shall be played by the bugle at morning colors, and “Retreat” at evening colors. The salute shall be rendered as prescribed for the National Anthem.

When in athletic clothing, face the flag or music, remove hat or cap and stand at attention; a hand salute is not given.
If you are in formation during PT, the formation leader will bring you to attention and render the salute in the manner mentioned above.

After transfering to a ship from A School that is slated for overseas homeport/duty I received a DUI and will most likely be convicted (off base). I’ve only been at the new command for a month or so. What can you tell me about the ramifications of a DUI on overseas duty and is there a possibility that they may transfer me before the ship leaves for overseas change due to the legal mess of probation,etc. I know overseas duty screenings are extensive and I’ve been told my current assignment is in jeopardy. A change might not be the worst thing for me as I do not like my current orders. Thanks for you time.

‘j. Disciplinary History. History of courts-martial, non-judicial punishment (NJP), or involvement with civil authorities in the previous 2 years will be considered unsuitable for overseas assignment.’

You are ineligble for overseas duty for 2 years. Your CO can chose to take you overseas if he/she is willing to vouch for your behavior. Overseas duty is a privlege and a once in a lifetime experience, only our best sailors are accepted for such duty. You are an ambassador for our country and our Navy during your tour. This is an honor and responsibility. Your CO has to feel you will be able to live up to those standards.

I didn’t sense any sort of remorse in your comment. I sincerly hope the upcoming difficulties you will face, and there will be many, will teach you to make better judgements in the future.

At the same time he has taken them off the watchbill, he doesn’t know the instruction or where to find it. Where would I go to find this instruction. If you have a 2 day special liberty chit for your recent re-enlistment, can you take Monday and Tuesday as your 2 day liberty? Or does it have to be Tuesday, Wednesday or Thursday?

Normally a 2 day special liberty chit is not to include normal liberty, meant to be taken mid-week, i.e. Tuesday & Wednesday or Wednesday & Thursday. It is up to your command if you can combine it with normal liberty, although it then becomes a 4 day special liberty chit. It is a safe bet to say no, but your chain of command is the authority and has final approval.

My wife and i are both Active Duty Corpsman and married for three years. She is up for orders for SEA duty and i still have 2 years of shore duty left with only 12 months onboard. I was told the other day by the CCC and the detailer if we put in a coolocation request that they will pull my orders and send me with the Marines and will put her on shore duty again. How is it that my shore duty is getting canceled when she is due for her rotation. There are plenty of places for her to do her sea rotation in the Hampton Roads area, whether on a ship or a shore based Sea duty. So why would they pull me and send me back to sea duty.

Let me open with the MILPERSMAN that addresses your issue:

Article 1300-1000
d. One on Sea Duty/One on Shore Duty.
Whenever possible, one member will be on sea duty while the spouse is on shore duty and their PRDs will be matched to facilitate future collocation requests.
(1) PRDs will reflect a 36-month rotation, regardless of PST or normal shore tour (NST).
(2) It is imperative that military couples maintain a current, workable dependent-care plan, which can be utilized when needed.

Co-Locations are handled on a case by case basis. There is little availability for female sea duty Corpsman, your detailer can explain in more detail. With a lack of requisitions, your detailer can rotate you to sea (where there are plenty of open billets) and your wife to shore, allowing you to stay in the same geographical area and maintaining the one on sea/one on shore rotation.

I know this may have not been the answer you were looking for but it all boils down to billet availability. The Navy can’t put you or your wife at a command without a billet. Speak with your detailer again and ask him/her what all of your options are.

The revoking of your lunch period is authorized if used to correct the problems your division had with passing the audit. I am sure you are still able to eat, simply not at the leisurly pace you’re used to. The quicker your shop works together to fix the problem, the sooner you can enjoy lunch again.

For your reference, EMI is defined in the SORN Article 142.2B (OPNAV 3120.32C):

“(1) Extra Military Instruction (EMI)
(a) Definition. Extra military instruction is instruction in a phase of military duty in which an individual is deficient and is intended to correct that deficiency. Extra military instruction is an administrative measure authorized
under Part II, MCM (Rules for Courts-Martial (R.C.M.) 306(c)(2)) and Part V, MCM, 1984 as a bonafide training device intended to improve efficiency of a command or unit and must, therefore, be genuinely intended as such. It must not be used as a substitute for punitive action appropriate under the UCMJ. Extra instruction assigned must be logically related to the deficiency to be corrected.
(b) Implementation. Extra military instruction within the Navy shall be implemented, when required, within the following limitations:
1. EMI will not normally be assigned for more than 2 hours per day.
2. EMI may be assigned at a reasonable time outside normal working hours.
3. EMI will not be conducted over a period that is longer than necessary to correct the performance deficiency.”

“Say again” is the proper way, IAW the IC manual, to ask someone to repeat thier last order. It is only used when you did not hear the order or if the order was jumbled.

I was wondering if you can voluntarily be separated from the Navy on my own terms? I am wondering this because I don’t think the military is for me. It has its good points and its bad points but i would rather be in the civilian world working and having a life. If you could help me it would be greatly appreciated.

Josh,

No, you cannot be separated voluntarily from the Navy for “personal convenience”. Voluntary separation only occurs if you experience an extreme hardship. It doesn’t sound as if that is the case.

You signed a contract; you owe the Navy your time. On the flip side of that coin, there are benefits to your service. You need to use those benefits while you are here. Take some time, find a senior person you admire and respect, and talk to them about what you can do while you’re here. Make the most of your time in and when your EAOS comes, you can separate with no regrets knowing you’ve made the best of your service. You may also be surprised to find how many “lifers” were going to get out as soon as they could!!

A group of us went to the navy ball. The marines volunteered to be the designated drivers for this event. They were driving drunk sailors back to their homes. They gave us a ride back to the fort. I am underage and did not drink. My friends of age did drink but moderately.
Well here’s my point the marine was surprised when we told him we didn’t drink because we were underage. He told us we were allowed to drink at command sponsored events. He said if I had gone to the bar the officers would have bought me many drinks.
I wouldn’t have drank because I have watch later that night could I have drank legally though?

Chief ~ I need to do a senior reporting delegation letter for my LT since my OIC (a LCDR) is never at drill and we are having problems getting him to sign our evals. I know the eval instruction, but it doesn’t give me any examples on how to write the letter and not make the OIC look too bad by having someone delegated to do “his job”.

You should have an example of a by direction letter in your inbox, pls let me know if it has not arrived. Its not exactly what you are looking for but it is a good guideline. As for your concern about your LCDR, BUPERS INST 1610.10 gives him authority to delegate, meaning you don’t have to come up with a good reason for why he doesn’t sign them himself. Its not neccessary.

What you do have to follow are the rank restricitons and ensure the letter very specifically outlines your LTs authority.

After much web searches I am at a loss on this one…

The Joint Meritorious Unit Award was issued to me for the second from my last Command, upon researching the proper placement for the bronze oak leaf cluster I found that there are two different frames. One is the Army frame and the other is for the other Services. Now the question I have is; do I use the Army frame since I was under an Army Commander, or the Navy frame? Gut feeling is the Navy frame is the correct one, but I want to be 100% squared away.

You are correct, you’ll wear the Navy frame.

Joint service awards are granted by DOD, making the service of your Commanding Officer at the time irrelevant. In addtion, the Army’s unit awards are larger (AR-970-1: 1 7/16″ wide X 9/16″ height). It wouldn’t fit on our ribbon bars.

recently an instruction was sent out by our cmc reguarding a new regulation that allowed walking and talking on our cell phones while on base, since this was put out in our lan, i read the instruction and was more than happy to be able to walk and talk. Earlier today i was chided on doing what the new instruction said, and have since then tried to find the instruction and have met no success. any advice on where to look?

“(c) Use of these devices will not interfere with the proper rendering of military courtesies and honors.”

It is within regulation. I will say that while you are now allowed to do so, keep in mind you must maintain a professional appearance in uniform.

Is there anything in writing that requires a servicemember to obtain a driver’s license? I know to become certain ratings, you need to have one, but to be in the navy and on shore duty, is it justifiable to order someone to get a license? This member takes away man hours (2-3 hours a day) 3 times a week for someone to take the SNM off base for Occ therapy (which is not offered on base at the base clinic).

No, we do not have authority to order someone to obtain a driver’s license. We can make it a screening requirement for a job or a rate, making the person unqualified. You can recommend and encourage but you cannot order the sailor to get a license.

On the other side of that coin, you also do not have to provide transportation to therapy. The sailor not having a license is not grounds for turning the command into a chauffeur service. You should, within reason and mission capability, assist the sailor BUT its the sailor’s responsibility to find transportation.

What is the regulation concerning proper wear of the Navy or command ball cap for female sailors? The only instruction I have been able to find states that it must “fit squarely” on the head. Can a bun protrude through the hole created by the cap and the adjusting strap? Can the adjusting strap be fixed around a bun? As the senior female in my division I am tasked with ensuring that we are all within regulations. Up until now I have been going with a “neat and military” appearance standard. Recently, I have been receiving conflicting opinions on what is correct. I would appreciate a concrete reference to use when conducting my daily and formal inspections.

Unfortunately the concrete reference you are asking for does not exist. If we were to write down every variation of hairstyle for women, our uniform regulations would quickly become too large to be useful. Your neat and military standard is appropriate.

There are two common issues with buns: First, is it within the 2 inch bulk requirement? Second, does it interfere in the sailor’s ability to wear the gas mask? The ball cap must sit squarely, 1 1/2″ above the brow. If it does this, whether the bun is inside the strap or not, the hairstyle is acceptable.

Good luck setting the standard and remember with standards open to interpretation, your CMC has the final approval.

I have question about my LPO’s direction on EMI. The ship’s working hours are from 0700 to 1500. With us being OS’s we take care of everything we have to, then do our training and normally we are off work. The EMI that is being administrated to personal is 2 hours but they have to stay for the full work day after everyone else in the division is off by 1100. So the personal stay the remainder of the day and then at 1500 their emi starts and finishes at 1700. I know that emi is two hours and I was wondering if the time that is a little bit in the grey area of emi. Another thing about the emi it could be for anything that the person does that the LPO deems wrong.

EMI may be assigned outside of normal working hours. This puts when EMI is conducted at the discretion of the supervisor who directed it. Your LPO is well within his authority to wait and start EMI at 1500.

EMI is NOT punishment and cannot be used as such. It is training. The EMI has to relate to the issue – i.e. extra musters for someone who is consistently late or conducting personnel inspections for an unsat uniform.

If you have any more questions, EMI is defined in the SORN Article 142.2B (OPNAV 3120.32C).

The SORN, OPNAV 3120.32C, provides guidance on the creation and upkeep of division officer notebooks (Article 361 & 817). It doesn’t specifically list the personnel with access to the notebooks.

The information has two access considerations. First, its For Official Use Only, meaning the information can only be accessed and used by those who need to do so in an offical capacity. Second, the data is Personally Identifiable Information (PII) and has to be treated with extreme care. I have a question about females wearing civilian handbags. I understand that we can wear them in uniform as long as they meet the Navy’s criteria. However, when I corrected one of my sailors today she argued that you can carry any type of handbag in your hand like a gym bag. Is this correct? I don’t believe it is, but I could be wrong and that’s where you come in. The regs say that you must carry a handbag on your left forearm or shoulder, but if you have a purse that does not fall into the Navy’s criteria can it be carried in your left hand like a gym bag? Your help is greatly appreciated.

You are correct. The allowance to carry a bag specifically states it does NOT include women’s handbags/purses. (Uniform Regs 2101.3.C) Your sailor cannot carry her purse in her hand if it doesn’t meet the criteria, in addition, if it does meet the criteria it still has to be worn over the left shoulder, with the top of the bag at waist level, unless in dress uniform where it must be hand carried. (Uniform Regs 3501.25)

I was Honorably Discharged on July 5th of this year involuntarily and I have a question regarding wearing of the uniform after discharge. I read the instruction and I do qualify seeing that I have two National Defense Medals and served from 1995-2007. The question I have is my brother just started basic today in Great Lakes and I would absolutely love to be there during is graduation in my blues. I understand maintaining military regs is a must so the goatee has to go. Does the recruit graduation classify as a valid ceremony for me to be allowed to wear the uniform again? Thanks.

Yes, Recruit Graduation is a patriotic ceremony with a military unit taking part, which satisfies the requirements for wearing your uniform. You are also correct concerning grooming standards, so you might need a haircut when the goatee goes.

Your DD-214, Block 13, from your Marine service should list all the awards you earned during your service. If you DD-214 is also in error, you have a rough road ahead. You’ll need to locate the citations of your personal awards and use awards.navy.mil to find the unit and campaign awards. PSD can update your current record once you find the documentation.

Unfortunately you are well up the creek. It is up to your COC to pull your package. The chain can easily remove their recommendation. I would ask if your PFA cycle has not completed, why don’t you use the “bad day” clause and retest. You could try a different test or simply make up the 8 seconds. If you can re-run, find someone to “motivate you”, it makes a world of difference.

I Was trying to find the divisional breakdown reference for Ships. Ex: EB14 = Oil Lab, or CA01= Sonar, I have looked in the Navy SORM, and the EDORM and still have reached a blank wall. Any help you could provide would be an added benefit to many.

Good question. You were very close, the answer is in a SORM. OPNAV 3120.32 series gives you a general outline of ship divisions. A fully detailed organization is found in each ship’s own Ship’s Organization and Regulations Manual. Type commanders, with CNO approval, specify the particular breakdown for each ship class.

Yes, you can wear your watch cap. Black gloves can be worn if you’re wearing a jacket. Body armor is not authorized for safety reasons. The poly component in body armor will melt if it catches on fire. You can buy the pullover sweater to wear underneath your coveralls. If you are not stationed aboard a ship, you can wear the v-neck sweater over your coveralls but you’ll need to get the leather name patch.

You can wear the working jacket (black jacket, rating badge on left sleeve), all weather jacket (raincoat) or your peacoat. Your command may issue foul weather jackets, these are also authorized but you have to follow your command regulations concerning where you can wear the foul weather jacket (usually only within the immediate vicinity of the ship/pier – NEVER Off Base).

I find myself lacking motivation. I have been in the Navy for 13 years. Each day I find myself not wanting to be in the service anymore. My contract ends in 2012 so getting out is not an option. I am at a new Command. I have 2 PRT failures. I do not feel as if I can bring these concerns to my Chief, because if I do I am admitting I have failed. My Naval career is quickly dissolving in front of me. Where do I go, how do I dig deep, what do I do to pull myself out of this slump I have gotten myself into.

All hope is not yet lost. The fact you are willing to bring your lack of motivation to anyone’s attention demonstrates you still have some; you are simply having difficulty locating it. Everyone has been affected by a lack of motivation at one point or another.

PRT failures are not the end of your career. They will have a definite impact on your ability to make Chief for 3 to 5 years, dependent on your actions. The key to overcoming a PRT failure is to turn yourself around. Fix the deficiency and then help your shipmates do the same. It is what being a leader is all about. We all have faults, its what we do to overcome them that makes the difference. There are plenty of good Navy programs available(FEP, Shipshape Workshop, Navy Dietician, etc). Find a shipmate who is willing to help you. If the PRT failures you are referring to are in the past, don’t let them bother you. Be mindful of your fitness but you shouldn’t let past mistakes continue to damage your current reality. They are behind you, you’ve overcome them, keep moving forward.

You’ve been in for 13 years, something about our Navy made you want to stay, what was it? What motivated a young IT3 or a more mature IT1 to re-enlist? You loved being a part of the service at one time, why? What made you feel alive when you put the uniform on every morning? Maybe it was seeing your son(or daughter) running around in your Dixie cup saying “I wanna be a sailor like Daddy” or the pride you felt manning the rails when returning home from defending our freedom. Maybe it was a job well done from your crusty Chief who never seemed to run out of sea stories or seeing your ITSN put on his crow. There was something, think hard.

You’re at a new command; what a wonderful opportunity!! Look for leadership roles. Are you a supervisor or LPO? Young sailors who can benefit from your knowledge and experience surround you. If you truly feel your career is at an end (which is NOT the case unless you give up), you can always find motivation in our young sailors. Have you gotten involved at your command? Are you a part of the FCPOA? Is your FCPOA a quiet organization no one knows about? If so, bring some life to it. If it’s already teeming with energy, join and find motivation in your fellow peers. Everyone wants to succeed, it’s part of our nature. We all have something in us that adds to the Navy’s mission. Find that in you and make your command a better place. Help others succeed, teach them how our Navy works, what they can do and you’ll find your motivation.

My point is there are a million reasons to get up every morning, ready to tackle a new challenge, wearing the uniform with the pride and dedication of the many sailors who have gone before us. We each have our own, you need to find yours again. Its out there, keep digging.

If you find this lack of motivation continuing, despite your best efforts and you don’t feel talking to your chief is the right thing to do, you need to sit down and talk with your CMC. Good Luck IT1!

You should get your SRB in Jan. Remember I said should. PSD has to transmit your contract to the SRB desk, where’ll they’ll update your Master File. DFAS then authorizes payment and PSD releases it to your account. This whole process can take up to 4 weeks, less if you’re lucky. With the holiday season coming up, you can expect to see a delay. When you check into your new command, if you have not received your SRB, have PSD find out why it hasn’t posted.

After much discussion, this will be a rather short list:

Cons
– Your HYT continues during your IRR period, your time towards retirement does not (unless you try to earn points while on IRR, which is difficult at best and also defeats the benefits of IRR to begin with)
– If your rate does not have quotas when you chose to return, you will remain on IRR until it does (the YN rating is tight right now)

Pros – You won’t be required to drill

You will have to submit a chit to your reserve center. I cannot vouch for the manning at your center but given the high levels in your rating, it probably won’t be an issue getting approval.

Without knowing the particulars, I recommend using your authorized absences if you need time to resolve a personal issue vice going IRR. IRR at this time in your career doesn’t have any benefits.

I have a micro-managing, geo bachelor chief who never leaves the ship and I am constantly jumped over by the E5’s and below because he is always readily available to them. To top it off he even works out of our office most of the day instead of the cheifs mess. Is this to much socialization from the chief and how do I get him to go back in the goat locker?

I understand what you are asking but do remember our job is not to hide in the goat locker. Its your Chief’s job to be out on the deckplates, interacting with his sailors, and setting the standard. Your goal isn’t to get him back into the goat locker; your goal is to re-establish the chain of command.

Sit down and talk to your Chief. Focus on the fact you’re not able to do your job. Another responsibility he has is to train you to take his place and you not learning anything the way things are. There is always the possibility he doesn’t know the juniors are going around you and a talk is all it will take. Whatever you do, do it soon and do it calmly. Don’t wait til a junior goes around you again and you’re angry, the conversation may not be productive and you may not get your point across. Be clear, concise and have specific examples of the incidents you have an issue with.

I enjoy U.S. naval history and after some digging I am having a hard time finding the year that the first MA3 was allowed in the fleet. It’s my understanding that originally a sailor had to be at least a Second Class Petty Officer and submit a lengthy package in order to be considered. I’ve heard here and there that this requirement was lowered to Third Class Petty Officers prior to the massive MA rating explosion post-9/11, heralding the new age of MASR’s and up. Were there MA3’s before 9/11, and if so, what year was the first one rated?

No, there were not MA3s prior to 9/11. The MA rating did in fact require a sailor to be a second class petty officer and apply for converstion to the MA rating. The package was similiar to the NC rating conversion process today, with minimum trait requirements, proven success in your current rating and a demonstrated apptitude for the MA rating.

In 2005, the school house opened to accessions (i.e. new recruits) and sailors holding the 9545 physical security NEC were converted. This is where your first MA3s would have been rated. I hope this answers your question.

Yes and no. You can wear some of your awards as per the Uniform Regulations. The Navy recognizes the Presidential Unit Citation Ribbon and Meritorious Unit Commendation Ribbon. Here is the article concerning awards earned from other services:

5301. AWARDS (GENERAL PROVISIONS)

1. Authorized Navy Awards. Those awards described in the Navy and Marine Corps Awards Manual (SECNAVINST 1650.1 Series) are authorized for wear by “U.S. Naval” personnel. Wear them on designated uniforms in the following manner.

2. Awards From Other Services. Naval personnel who have received awards from other military services or departments of the United States Government, foreign governments, or other agencies, may wear such awards on the naval uniform only as described in this section.

5304. PRECEDENCE OF AWARDS

1. General. Awards issued to naval personnel are listed in this section in order of precedence. Awards received for service performed while attached to units of the Army, Air Force, Marine Corps, and Coast Guard, which are not included in this section, but which are equivalent to Navy awards listed here, may be worn in the order specified by the respective military service subject to the following:

a. In all cases of relative priority Navy awards shall take precedence.
b. Awards for a war, campaign, expedition, etc., shall be worn as campaign and service awards.
c. Only those badges listed in may be worn on naval uniforms.
d. Refer to SECNAVINST 1650.1 Series concerning precedence of Marine Corps awards.

I enlisted under the FTS (Full Time Support) program because I was told it was something that it really wasn’t. (I know a shock…) At the time, the detailer had little to no information about the program, or just didn’t care to tell me. Anyways, being FTS, I will not get to do what I want to do, at all. Is there any way to cross over to regular navy? My enlistment is up in a few years and I’ve been told that I can get out, wait a day, and try to reenlist as regular navy. With the current downsizing the navy planing, that is a scary chance to take. If you have any insight, I would greatly appreciate your assistance.

You have two other options besides the one suggested to you. The only difficulty you will face is HM3s in the FTS world are CREO 2 right now, which means your rate is optimally manned. If you are on your first enlistment, which I am guessing you are, you will be subject to PTS as well, which is another avenue of conversion and for which approval is required to re-enlist. These programs are mostly for those CREO 3 ratings, which are overmanned, but you can still request conversion on your PTS submission. Remember, the answer is always no until you ask.

If selected to covert via PTS, you can apply for a change in rating, MILPERSMAN 1440-010 or for Selected Conversion and Re-Enlistment (SCORE, MILPERSMAN 1160-090). A change in rating requires:

~ Rating Elgibility (ASVAB, Clean Record, etc)
~ Be within 12months of PRD
~ Sereved 24 months in present rating
~ PO1 or below
~ Be within 9 months of EAOS IF a bonus was paid (Enlistment or SRB)

The rating you chose has to be CREO 1, although CREO 2 will be considered.

SCORE is a re-enlistment incentive and has similiar requirements as above but can also mean promotion to second class after successful completion of rate training.

Take a look at both articles and review the most recent CREO NAVADMIN (244/07). Speak with your divisional/departmental career counselor for more information.

I rememeber that there was something out about being able to wear coveralls outside of the command like the nex or on the way home. Pretty much just like utilites, because they are part of the seabag. My questions is, is that still allowed and if so where would i find that in black and white.

No, coveralls are NOT authorized for transit. Chapter 1, Section 3, Para 5 of the Uniform Regulations explains this in detail. SOME Commanding Officers authorize the wearing of coveralls inside the base perimeter.

Orders go through a chop chain at NPC much like anything else in the Navy. The only orders that generally route quickly are those that are no cost to the government and are not unusual (paygrade or training differences between the sailor and the billet).

Your friend’s orders probably had to route from the detailer, to the lead detailer, through QA, to funding (this takes the longest) and back to the detailer. This process can take several weeks or longer if there are money issues. Your friend’s best bet is to keep a keen eye on message traffic and check with their detailer if nothing appears in 3 to 4 months or they are within 60 days of expected transfer.

I’m having trouble finding real guidance on an issue I’m having…

My husband and I are both Corpsmen, stationed on Okinawa, Japan. He is separating next month and is going back to the States. Instead of having him come back here for the next 9 or 10 months (I will separate in Feb. of 2009), is there a way to put in for orders to be transferred somewhere near where we want to live next (like a MEPS station or reserve center)? No, there is no caveat to return you stateside for 9 months. You are ineligible for transfer for a few reasons – primarily you don’t have enough time left in service and you’re on a DOD tour which has mandated tour lengths. You have to request special permission to short tour overseas and those are rarely approved.

You can fly him back if the two of you don’t want to be apart for that long but If you chose to fly him back to Japan, you will incur the cost of flying him home as well because he won’t be command sponsored. Perhaps he can use this time to set up your home stateside?

I am a prior duty IT2 and had a question about joining the reserves. I’m currently a network engineer and I was wanting to join the reserves as a CTN to further my experience and ready myself for possible reentry after my bachelor’s degree is finished. However, they are telling me that currently CTN is not open. My question is, should I just wait until CTN opens up, or can I specify in the reserve contract that I want the next available CTN billet and join now as an IT?

The issue you are facing is the recruiters don’t have a RESCORE goal for CTN. It means they have no goal for taking in NAVET conversions. You can check back with the recruiters in May when new goals come out.

If you come back in as an IT, you can request conversion to CTN but it will not be in your contract. You’ll need the local Navy Information Operations Command to provide a letter of endorsement for your package. PERS-812 then has final approval on your request.

Is that not unprofessional? Does that not take away from the manner you wear and carry yourself in Uniform? Is every call that important you have to answer? You bring up an interesting point. I will not venture to guess why the regulation was approved but approved it is. Many sailors agree with your sentiment and my answer to you is to keep conducting YOURSELF in a professional manner and other sailors will follow you. I do not talk and walk with my cell phone either, nor do I wear it on my uniform.

These regulations are made on the “Big Navy” level. I highly recommend the next time your command has an All Hands, be it with the MCPON or CNO or CNP or a Fleet or Force, address your question to them. This is an issue affecting our service and deserves their attention.

Our Navy is always a place of high morales and standards. It will remain that way as long as sailors like you are doing the right things and questioning the wrong ones.

You need seperation orders to start the process to move your household goods. PSD will write them, but you are not eligible for seperation while in a LIMDU status. Your doctors need to determine if your LIMDU will be extended or if you are fit for full duty. If your LIMDU is extended, medical will then need to decide if you will be medically seperated. Once that decision is made, then you can move forward on your orders.

Your way ahead depends entirely on whether you are determined fit for full duty or if your condition is not resolved and you remain on Limited Duty.

I served active duty before the GWOT medal was authorized. I came back into the reserves in 2006 and was recently hit on missing a GWOT medal on my uniform. I read the eligibity which was a bit confusing (my squadron wasn’t directly involved in Iraqi operations) but our admin dept. states that we are all supposed to be wearing these as long as we are attached to a command for a certain amount of time. The “Expeditionary” medal was the one issued when a unit had direct intervention. A lot of us reservists got hit, and I’m getting the question as to if we are authorized to wear this. What’s the right answer becuase, now that I brought it up, my admin dept is starting to argue who is supposed to wear this?

The Expeditionary Medal was released in 2003 and was retroactive to 2001, so you may very well be entitled to wear it for your active service. Check the list of AOEs for the medal on http://www.awards.navy.mil.

As for your reserve unit, to be eligible for GWOT Expeditionary Medal they must have been DEPLOYED to an Area of Egibilibty and have served for 30 consecutive or 60 non-consectuive days.

The GWOT Service Medal is awarded to units directly or indirectly supporting Enduring Freedom, Iraqi Freedom or Noble Eagle for 30 consecutive or 60 non-consectuive days. These units did not have to deploy to those AOEs.

It is my guess your unit has earned the GWOT Service Medal, unless they were deployed. This is all outlined in Chapter 4 of the Navy and Marine Corps Awards Manual SECNAVINST 1650.1H.

It is correct to refer to yourself as YN1(Sel) etc between the time the Naval Message is released and your command frocks you. The time between those two dates is usually short, so its not common practice. When there is a great deal of time, i.e. the approx. 6 to 9 weeks between when First Classes are selected for Chief to their pinning, it is more commonly seen.

Hoorah! Its great to hear you enjoyed your time with the Bees but I have unfortunate information, the only HM FTS billets in the Seabees are with the two PHIBs. They are four HM billets, all E5 and below and they are full. The other billet is for an IDC Chief(8425). The fact you are already qualified has no bearing on your eligibility for the billets but rather they fact they are full, not your paygrade or you don’t hold the NEC required.

If you would like to at least work with the Seabees again, you could request a NOSC near a reserve battallion. Good Luck!

What is the Navy term for dead-sticking a ship in such a way that the opposite side of the ship becomes pierside to? I’ve heard people use “twist” and “flip” interchangeably, but I imagine there has to be an official term written down in some Navy publication. Please advise.

Dead sticking is a type of manuever where the ship’s engines are not in use and all power comes from the tugs. In a twist, a ship has one prop spinning forward and one prop spinning backward, causing the ship to pivot. A flip is changing the which side of the ship is pierside and is done with tugs. I haven’t located any official Naval Publication, this information came from Harbor Pilots.

I have a uniform question, well two actually.

1.) Is there such thing as a modified ponytail? I am asking this because the other day i had my hair tied up and secured the end to the nape of my neck with a pin and was told it was a modified ponytail. I’ve never heard about this “modified ponytail” before and have been in the military for a little over 8 years. Is there a NAVADMIN that states this? I went to the BMR chapter 10, then i went to the uniform regulations chapter 2 GROOMING STANDARDS FOR WOMEN, and it basically stated the same thing.

My next question refers to females, wearing male belts. When wearing the male belt in coveralls, which way should the clip face?

I bought the belt and buckle a few deployments ago and have since worn the belt with my coveralls and was told that as long as the belt is still serviceable that i can still wear it. I tend to wear my surface male belt with my uniform so the clip always faces towards the left. On my command there are other females who wear the male belt with the clip to the left, with plain buckles and were told it was the wrong way.

The uniform regulations state that women to the right and men to the left, but those were only for the women’s 1in belt and not women wearing the male’s 1 1/24 in belt. Any insight to this grey area?

1) A person can call it a modified ponytail if they’d like. The issue is, even with your hair secured at the nape of your neck, it is still a ponytail per the Uniform Regulations because it protrudes from your head.

“Ponytails, pigtails, widely spaced individual hanging locks, and braids which protrude from the head, are not authorized. ”

2) Your belt buckle is worn the same way in a female or unisex (i.e. coveralls) uniform. The Regulations are determined by your gender vice the type of accessory.

“Men wear the belt with clip to the LEFT of the buckle and women wear the belt with clip to the RIGHT of the buckle. The buckle is centered on the zipper flap. When authorized to wear a decorated buckle, which is larger than the standard Navy buckle, it shall be worn centered with the clip end concealed.”

I’m about to return from an IA in Iraq. My wife wants me to wear my uniform when I meet her at the civilian airport. All I have are DCUs, which I know can’t be worn off base. While i am on shoreduty my watches are 12 hour shifts and do interfere with my physical therapy is there actually an order that would allow me to get off of the watch bill?

There isn’t an instruction or a part of your LIMDU orders that specifically states you cannot stand watches. What does have to happen is your work cannot interfere with your recovery or worsen your condition (i.e. prolonged standing for someone with a leg injury).

The command has to work with your physical therapist to find a compatible schedule, one where you are able to get the care you need and the command still has a sailor as part of their workforce. This may or may not mean you’ll be removed from the watchbill.

I was hanging around the smoke deck at the baracks one day. When a very salty Builder Third Class came by, first we started talking about health, then finances and finally an interesting subject came up people taking awards for something they didn’t deserve. First, Second Classes and even Chiefs taking credit for something their lower people did then getting NAM’s for it. He said that it was common and that he had learned to ignore it he said you can expect to get screwed on deployment at least once. One story told about a project in Romania I believe. There was a Builder who had the simple task of inspecting a Retirement Home contractors were renovating. The Builder went through and said everything was good to go. When BU3 came by the the building he saw glass everywhere, materials left allover the places and many safety hazards. Keep in mind this is a retirement home. He was able to stop payment to the contractors and the project was made SAT. The BU1 who said things were good to go got a NAM for this project. My question is this: Is there a reg against taking awards that you don’t deserve and what if someone takes an award I deserve?
BU3 went on to tell me to step up and that what will make me advanced is if I can show I’m good at my job and I will be a bigger asset if advanced. He went on to tell me of many times he has seen higher ups take NAMs and other awards for thing done by lowers. I know BU3 is a squad leader and his guys love him he leads hard but just. So what is up with that people getting awards they don’t deserve? Who checks on that? I don’t think admin is able to check on that.

There isn’t a reg specifically against receiving an award you did not deserve. There are plenty of things in place to prevent that from happening. We (leadership) have to submit a write up detailing the person’s achievements. Awards go through the Chain of Command and a Board of Awards, where they are approved or disapproved. The purpose is to make sure the award given is deserved and the right award for the job done.

After the Board and CO signs the award, there is no “check up” process. It requires integrity on the part of the leader submitting the award and the sailor receiving it to ensure our awards are given to the right people.

Something you must realize is just because the leader isn’t swinging the hammer or cutting the wood, doesn’t mean they aren’t doing a job. Leading should always look easier than it is. There’s a great deal of effort that goes into motivating, managing and coordinating troops. The award given to a leader should be for just those things – leading, supervising and managing. It’s not that BU1’s job to pick up glass AND tools but to ensure both are completed promptly, efficiently and correctly. I think you’ll find things look much different from the leader’s chair.

BU3 is right though, step up, do your job, do it well and you’ll be recognized for your hard work. It is a shame BU3 has had this experience but we both know there are good leaders and there are bad ones. Learn from both and do everything you can to become the leader you’d want to work for because one day you’ll be the leader responsible for making sure your troops get recognition for a job well done.

The answer is mostly yes. You need to earn 60 points a year, 48 points earned during your drill weekends (12 weekends, 2 points a day) plus the 12 points for your AT time. If you earn your points in other ways, then the answer could be no.

Unfortunately, no. The options you were given are correct. The thing to realize is, while the Navy does want what is best for your family, they have to consider the entire force. Moving every sailor who gets married straight to their spouse’s duty station is neither practical (our distribution couldn’t handle it, nor the commands) nor is it cheap. Commands would find themselves with unplanned losses – jobs with no sailors and the money the Navy gets to move sailors on normal rotation would dry up quickly. Also, there’s the problem with finding a job for the sailor at the new duty station.

A duty swap isn’t necessarily a no-go. There is nothing that says you can’t try. Being an E2 doesn’t mean you won’t get a swap, being junior usually means you have a better chance as there are usually more sailors in your paygrade.

Another thing to consider is pregnancy WILL NOT get you a spouse co-lo. Pregnant sailors are kept in the geographic area of their primary duty station for their pregnancy tour. Our pregnant sailors move on no-cost orders. A cost move for pregnancy is a special case and has to be justified.

Your best bet is the duty swap. Good Luck.

You aren’t going to find a black and white instruction telling you what is better for the sailor. Re-Enlistments and Extensions are covered in the MILPERSMAN (Articles 1160-XXX). The problem with your IT1 is the possible loss of SRB if he extends, vice re-enlisting. If he is not eligible, is not maxed out on his extension time (48 months) and its easier for all, the extension is fine.

I’m more concerned about why he is UNABLE to re-enlist where he is. Are there no commissioned officers in his area? That is the only reason a sailor should be unable to re-enlist. The documents can be sent to the sailor for signature, signed and returned for processing. The main concern is to move forward quickly so his pay and entitlements aren’t stopped.

Currently I am on LIMDU and was given the option to an adminsep, PEB or get out at my EAOS. I was recently told that because of my LIMDU status, and admin sep cannot be done and that I will be returned to a Fit to Separate status. There is no such a thing per the MILpersman. Hi! I recently talked to my former boyfriend who is currently in the navy. He is at a base right now and not on a ship and he recently finished bootcamp. I thought everything was going very well until i found out that he hasn’t been sleeping and that he now sleep walks and has nightmares…of course that’s only when he actually sleeps, which he rarely does now. He has told doctors there and they gave him anti-depressents, but he tells me it’s not because he is depressed. He tells me he hates it there and that bootcamp wasn’t that bad but he just doesn’t like it anymore. He wants to get out and he seems to be getting worse. Do you have any idea of how he could get out?

On the surface, your friend needs to see a Navy Physciatrist, not just a Primary Care Manager (Doctor). He can also seek counseling from the Chaplains (they are there to speak to anyone, regardless of religion) or the Fleet and Family Support Center.

All these people need to determin is not a way to get the young man separated, but what the underlying issue is. Boot camp is very difficult and to have such an abrupt change signals there is something unusually wrong. He may be having a hard time adjusting to our way of life. No matter the issue, giving him a free ticket home isn’t necessarily the right answer. It may not even be related to his service and we would be wrong to send him home with the assumption it’s the Navy causing his symptoms. Qualified professionals need to determine the best way to help your friend, whether its through counseling and medication or through admin separation.

Finally, we sign a contract and swear an oath. Those are a personal vow to fulfill the duties and responsibilities of a United States Sailor. We don’t take those responsibilities lightly and we don’t allow our sailors to take them lightly either. Every effort, on part of the member and the Navy, has to be taken to ensure we meet those responsibilities. There’s an entire country depending on our service, failing to fulfill those responsiblities because you don’t like something anymore isn’t the answer.

Yes you can. Uniform Regulations Article 3501.7 refers:

The wearing of our rank on one side started with the regulations of 1841. The eagle atop the anchor was a distinctive mark worn by petty officers. There was no rating symbol at the time, so sailors wore the mark on either the left or right arm dependent on their rating.

The first rating symbols were created in the regulations of 1866. For a short time, in 1876, senior petty officers were allowed to wear the sack coat with their rating insignia on both sleeves.

The Uniform Regulations of 1949 abolished the left/right arm ratings because the non-conformity caused confusion.

Chief ~ I am attached to a CV LANT det. The various boats put out a schedule of when they need us. The det I am going to is only going to give me 11 days of the mandatory 12 days AT. Since this is not my “fault”, will this give me a bad year? Should I put in for an “extra” day at the NOSC to cover that day? No one at my NOSC seems to know the answer to this. It’s not like to CHOSE to only do 11 days.

The term ‘liquid lunch’ originated in Australia in the mid 50’s, when businessmen would consume more alcohol at lunch than food.

As for now, liquid lunches are no longer authorized: OPNAV INST 5340.4C Article 6.d.5 & 6 refers:

(5) Navy does not condone the consumption of alcoholic
beverages during normal working hours. By way of limited
exception, commanders, COS, and OICS may authorize consumption of
alcoholic beverages during normal working hours for official
functions, ceremonies, and other infrequent command-sponsored
events. Additionally, the consumption of alcoholic beverages may
be authorized by cognizant authority at unified/joint/combined
commands for certain social occasions and events when
participation by Department of the Navy (DON) personnel is
expected to foster good will and promote international and/or
community relations.
(6) Commands must emphasize responsibility and moderation
at all events, and shall deglamorize alcohol use during
traditional ceremonies by forbidding those practices which may
encourage personnel to drink irresponsibly. Adequate quantities
of non-alcoholic beverages must be provided for those who choose

The XO has only the limitations defined in the SORN Article 142.2B (OPNAV 3120.32C). As you can see, he can set it to a length reasonable to correct the defiency.

Your CO has the authority to revoke your leave. You need to check with your chain of command on the status of your leave chit.

“(1) Extra Military Instruction (EMI)
(a) Definition. Extra military instruction is instruction in a phase of military duty in which an individual is deficient and is intended to correct that deficiency. Extra military instruction is an administrative measure authorized
under Part II, MCM (Rules for Courts-Martial (R.C.M.) 306(c)(2)) and Part V, MCM, 1984 as a bonafide training device intended to improve efficiency of a command or unit and must, therefore, be genuinely intended as such. It must not be used as a substitute for punitive action appropriate under the UCMJ. Extra instruction assigned must be logically related to the deficiency to be corrected.
(b) Implementation. Extra military instruction within the Navy shall be implemented, when required, within the following limitations:
1. EMI will not normally be assigned for more than 2 hours per day.

I am attempting to convert to the rate of CTN. I meet all the eligibility requirements and assembled a package to apply through the SCORE program (MILPERSMAN 1160-090). My departmental CC just told me that I have been tenatively approved for conversion through the PTS program and that my SCORE package is unneeded now.

My CCC just arrived on the ship and is new to the NC rate. She told me that because I was tenatively approved for conversion that all we need to do is wait on orders (sounds wrong to me i know there are other requirements).

What should I do? My EAOS is less than 45 days away. I dont want to sign a reenlistment as an SK (I will lose about $30,000 of the SRB) and the only way i will extend is if i have written proof of a seat in the “A” school.

You’re correct. You need to fill out a SF-86 and send it to the CTN Enlisted Community Manager. Your CCC should have recieved an email from the PTS desk when they recieved your conversion approval with directions.

Contact your CCC immediately and follow the instructions provided by the PTS desk. Make sure everyone dealing with your conversion is aware of your impending EAOS.

I am at a loss for words or direction. Let me try to keep this brief. Been in for about 10 years now due to an inujury i had lower back pain for about 9 of those years. Well within the last two years it has been getting very severe. I wanted to get medical help but one thing alwasy led to another (INSURV, AMI, ULTRA-S, ULTRA-C, then of course our 7 month deployment) Well we just got back things are starting to wind down so Shipboard medical refered me to base medical to get an MRI and then to a Neurosugeon to get evaluated and talk over my options. Well once he seen my MRI he showed me that i have (2) Ruptured disks and my option was to go LIMDU and get some focused Physical rehabilitation. Finnaly i am hoping something that can get me back in my game because my back pain is effecting every aspect of my life right now. Well it just so happens that here is something eles coming up that they want me to ignor my health issues again because now we are doing a 1 month deployment. Problem is my job will require nothing of me for this deployment so i see no reason to be there. My direct chain of command does not mind (up the the E-7 level) but when i informed my masterchief he accused me of using this just to get out of cruise and says the Medical officer and the department head are going to decide if i need to go. He stated unless i am going to die if i go then i will go on this cruise with him. I explained this was not someting recent and has been ongoing that has always been getting pushed back. Am i wrong for wanting to get myself “finally” back to 100% this is seriously effecting me, my performance on job and my personal time with my family i am in severe pain all day long hurts to walk and move. Also some are saying that if i go LIMDU i will have no say in order selection when i come off LIMDU status which should be no more than 4 months. Appreciate any advice you could provide me. Also always been an EP sailor highly recommended and always put job before self.

If you were seen by a military medical officer, they are responsible for getting a LIMDU board for you to determine if your condition warrants LIMDU. If you were seen by a civilian specialist, your PCM is responsible for starting the process.

You won’t be moved out of your geographic area during your LIMDU. As for orders, you should be able to work with your detailer. The amount of input you have is directly related to the effort you put into contacting your detailer and staying on top of your status.

Finally, it is not up to your chain of command to determine if you are to be placed LIMDU. The convening authority will determine if you warrant LIMDU.

My command has been preparing for insurv now for a over a year and a half. It keeps getting put off due to problems that exist with the condition of our ship. My chain of command is giving me the run around about a school that I wrote I request chit for. The chit stated that I wanted to attend the school after insurv was complete IAW with posted dates. Insurv got pushed back again. Now with the PSC, Traino, and NC1 on my ship telling me that I already have orders cut for me, my DCA and LCPO are telling me that i am not going or that they dont know. Inregards to that i spoke with the Traino, he said that it was up to my chain of command. Do i need to write another request chit to make sure i go. Or do i just have to stand by and wait til the ever elusive insurv finally makes its round?

While underway with seabees onboard I have consistently seen them wearing brown t-shirts with blue coveralls. I have been told this is authorized because they are in a certain status and other shipboard personnel have picked up the new concept thinking it is authorized. I have been told there is an instruction stating a white, black or brown t-shirt is authorized with the coveralls however, I can only find that a white t-shirt is authorized. Is there an instruction that states otherwise? If so does it only apply to certain personnel or contingent upon certain conditions? Thanks.

There is NOT a different or changing requirement for coveralls. The Navy Uniform Regulations are very specific – white t-shirt. The Seabees are not authorized to wear the brown t-shirt in coveralls, regardless if they are TAD. If they don’t have white t-shirts, they should NOT be in coveralls.

Navy Uniform Shops and Ships’ Stores are available to order “special fit” uniforms for women. In the event that special ordering uniform items is not practical, Navy women are authorized to wear the following male uniform items.

– Outergarments, including overcoat, all-weather coat, peacoat/reefer, jackets

and sweaters

– Shoes (service and safety)

– Rating Badges

– Navy Coveralls

– Belts and Buckles

– Utility Shirts and Trousers

– Working Khaki Shirts and Trousers

The wear of these items is optional and they may continue to be worn as long as serviceable. Wear of khaki and utility uniforms require the shirt/trousers combinations to match in order to maintain proper gig line, i.e. men’s shirt with men’s trousers and women’s shirt with women’s trousers.

My husband and I are dual military. Hes and Am2 and I am an SHSN. Currently he is on shore duty and I am on sea duty. He is being told that he has to put his colocation paperwork in right now because his command is trying to send him to Iraq which would terminate his shore duty and put him back on sea duty. Would that mean that I would go to shore duty considering we have a child??? My husbands PRD isnt until DEC.09 so my CC. won’t let me put in the colocation paperwork until he’s a year out so that would be this DEC. Is there anything anywhere saying that we can put in paperwork in at anytime??? And once we have done that would that mean that my rotation would match his?? 3 sea 3 shore rotation?? And why is his command willing to put the paperwork in but my cc is sicking with DEC.??? Can you help me out with this situation so I don’t have to hear about this every night when I go home!!! It sounds as if you are already co-located. If so, normally you would submit your co-lo request within a year of one PRD (his or yours). I would have to question why your husband’s command would be moving him from Shore duty to Sea Duty and get the details to give you a thorough answer.

As for both of you being assigned to sea duty, the Navy usually avoids placing both members on sea duty together, although you should already have a dependent care plan in the case this occurs (i.e. IA Assignment). Again, it is difficult to answer without knowing why your husband is being moved to sea duty over a year early (Unless it is at his request). I can say your co-location won’t be considered in his placement if both co-lo requests are not sent in.

Contact your detailer to get specific guidance particular to your situation.

My ultimate goal however is to go to BUD/s. Will re-enlisting as an FC with an SRB affect my ability to go SEALS? During a training day at my command our division was getting down into the BMR to touch base with the basics. A question arose about men being able to wear earrings while in uniform. Half of our division had heard that if a male sailors ship has gone down then he is permitted to wear an earring in his left ear, on the other hand the other half had not heard anything about this. Orders go through a chop chain very simliar to a request chit. They have to be approved by the Rating Lead, the Rating Assignment Officer, Costing & a Quality Assurance Desk. 7 to 10 days is possible but a best case timeline for orders that require costing.

With the new uniform changes, a lot of questions are arising at my command, located in the state of washington, where, although the new uniform will be authorized for wear on 6 October, but are not available here.
The following questions are the most prevelant:
1. Is the new E-1 to E-6 khaki shirt the same one (75/25 poly/wool) currently available to the CPOs?
2. Are the Johnny cash working blue pants authorized for wear with the new uniform?
Essentially, can we piece together the new uniform with what is available to us, without having it officially on sale at this location?

1. The shirt is the same with the exception of the manufacturer and the price.
2. Yes, males can wear working blue pants with the new uniform.

The reason you cannot piece together the uniform is this: if all the E6 and below purchase the Khaki poly/wool shirt, there will not be poly wool shirts available to the Male Chief’s and Officers who are required to wear them now. We have approxiamately 217,000 male E6 and below. You can easily estimate 2 uniforms per sailor, totaling nearly half a million unifrom shirts. The exchange cannot handle such a large purchase in a short amount of time. The great demand for these uniforms is why there is a 2 year roll out period.

Thank you for wanting to set the example but you will have to wait until the uniforms are released in your area.

You can re-enlist with PTS approval within the same fiscal year as your EAOS. This means you have to wait until October 1st, 2008. You’ll have to re-enlist for 2 years beyond your current hard EAOS (from the extension).

Keep in mind, you’ll lose SRB for the months remaining on your contract. If you re-enlist for 5 years on October 1st, you’ll only get SRB for 4 years & 1 months (SRB is paid in full month increments).

I am in the process of being de-nuked. I am an MM1 with 8 1/2 yrs and have 1.5 years remaining on my contract. This process will take a while and is followed by a forced conversion. I looked in the MILPERSMAN and it briefly dicussed three options for forced conversion.
1- The Navy forces you into a rate.
2- Servicemember picks three and they choose one of those for you.
3- Administrative Separation

I enjoyed my time in the Navy but this incident has put a sour taste in my mouth and really just want to sever ties with the Navy vice try to learn a new job. Is the administrative separation a viable option? Alos will it be honorable?

You can request Administrative Seperation and it will be honorable. It is a request though and can be denied depending on the circumstances of your conversion, enlistment and remaining time.

I am surprised a senior First Class would be so severely put off by one incident. The viability of an ADSEP depends on you. Are you prepared to return to the civilian world? Have you set yourself up for success? Is your decision well thought out or are you having a knee jerk reaction? What is the probabilty of you becoming a straight stick MM, where you won’t have much to learn? Every transfer comes with something new to learn, you can look at it as a challenge.

Regardless, make sure you take the time to examine all of your options before making your request.

the current barracks i am staying is requiring us to have a sticker on our ID cards to show that we live in the barracks. i have heard a few people say that that should not do that per an instruction stating something along the lines of stickers and things of that nature can not be place the ID card as it is technically mutilation of the card, i was wondering if there was any truth to that and if so what the instruction is.

I have a hard EAOS of 18Jan09 and a soft of 18Jan10, is there anyway to get out of the soft EAOS? My CO has signed my early out accepting the gap billet for that time but BUPERS denied my request due to Navy wide manning which makes no sense because I will be at my current command either way til I get out and a gap billet was already approved. So I am looking for another avenue of approach.

There is not a black and white Navy-wide instruction governing PDA while in uniform. Some commands (i.e. Commander, Fifth Fleet) have instructions which specifically prohibit PDA in uniform. For commands who do not specifically address PDA, the uniform regulations discusses “smartness in uniform”. Additionally, members can be disciplined using Article 134:

(b) Breach of custom of the service. A breach of a custom of the service may result in a violation of clause 1 of Article 134. In its legal sense, “custom”
means more than a method of procedure or a mode of conduct or behavior which is merely of frequent or usual occurrence. Custom arises out of
long established practices which by common usage have attained the force of law in the military or other community affected by them. No custom may
be contrary to existing law or regulation. A custom which has not been adopted by existing statute or regulation ceases to exist when its observance has been generally abandoned . Many customs of the service are now set forth in regulations of the various armed forces . Violations of these customs should be charged under Article 92 as violations of the regulations in which they appear if the regulation is punitive. See paragraph 16c.

I attended boot camp 20 yrs ago and was forced out with an ELS RE-4. My question is, is it still valid? and what are the chances of me being able to re-enlist even though I’m 39 now? I would just like to be able to serve my country with pride instead of having this failure hanging over my head. If I can’t re-enlist can you reccomend ways I can still serve my country?

You will have to request for a change to RE code from the Board of Naval Corrections. The Navy will not accept members seperated under an RE-4.

As for your age, it depends on how much time you spent enlisted. This time is subtracted from your age to determine if you meet the age limitations (32 yrs).

The Army “may” accept you on a waiver, they may not. You’ll have to speak to one of their recruiters to determine your eligibility.

I remember reading somewhere that holding the hand of your spouse or significant other is not permitted while in uniform. However, you may escort arm in arm if this is done on the left side allowing the service member the ability to still render a proper salute. Any assistance would be greatly appreciated as we are in great debate in our shop.

i live on a military base and i was told that i was needing to shave to eat at the their mess hall because they said it was their working place. i’ve been looking for the order that i hear all the navy personel on base saying that we only need to shave on the working day. So far u i found out that our order only require us to shave while in our uniform, and it said that since it was impossible to tell everyone every possible hairstyle they can wear that it would be up to leadership tell us how to wear it. My cheif and hm1 are not stict about shaving on the weekend so how should i go about that. i not marine regs so i shouldent be held to their standerds. Thank you vary much.

What ever happened to edge dressing??? I was in the Marine Corps a long time ago. Now I am in the Navy. We used to be able to get edge dressing (black or white) to make shoes look good. The Navy has recently shifted to the New Service Uniform consisting of black pants and khaki shirt. Per the NAVADMIN, the uniform was authorized July 31 2008. I am catching grief for wearing the uniform in Georgia. Upper chain is telling me we haven’t been “phased” in yet. I have done research and can’t find anything that says I have to wait for the “phase”. Can you give me some guidance so that I can explain to the chain of command that this uniform is authorized for wear.

The NAVADMIN authorizes the wear of the SU as of August 2008. The problem is sailors were only supposed to purchase the SU once it was phased into their area so the Exchange could handle demand. If sailors went to other locations to purchase the SU, there is possibility the stock wouldn’t be able to handle the demand and an area would be left short. That is the issue with you wearing the SU before your command has been phased in. There was also a problem with sailors trying to ‘make’ the SU by purchasing CPO shirts and wearing their Working Blue Pants. Another demand problem – where sailors are depleting the shirts for E7 and above.

As a first class, its great you are trying to set the example for your troops BUT due to the roll out, its difficult to tell your sailors they can’t go get the same uniform. And if you didn’t PCS from a station already issued the SU, you are in the wrong. Phased roll-outs occur for a reason.

Of course. You can use the Guard 2000 program, MILPERS 1306-1002. Your CC should be well versed on the program and the paperwork you need to submit. BUT remember, the billet overseas has to be open for you to Guard for it, NPC can’t create an opening for you.

Thanks for the advice. To elaborate on the question, I was in Washington State for a school, where the uniform is in phase. I purchased the uniforms while I was there. I have not pieced the uniforms together from my local exchange, yet they are still saying I can’t wear it. Is this due to the fact that they don’t want my sailors emulating me by piecing them together or do they have a different reason? I thought that the uniform was authorized EVERYWHERE starting August 08. I may be beating a dead horse, but this uniform is A LOT more comfortable than the Johnny Cash’s that we switch to in November.

I am currently trying to reenlist in the Naval Reserve as an MA. I have filled out every piece of paper the Navy has which I don’t mind and understand. After all the time and effort (about 2 months now) I have put in finding certain documents, interviews etc. we finally got my package all together and sent off. The problem I’m running into is that when I was discharged orginally I was an E2, my package was rejected for MA because they say I need to be at least an E3 but in 1992-1994 they had a two year enlistment contract that I was on. Correct me if I’m wrong but E1 through E3 is earned simply with time after that you test to promote. My DD214 does not reflect my pay grade as an E3 but my time in should have automatically adjusted to an E3. I want to go Reserve without question but will I be able to obtain any A school designation since I only show as an E2, I don’t want to go in undesignated if I can help it but I will do what ever it is I need to do. The other field of interest is construction (seabee) but am I going to face the same problem? I am currently a correctional officer but my recruiter is telling I don’t have enough time in that field to bypass this situation for MA.

The easy part of your answer is the paygrade for Seabees shouldn’t be an issue as Seabee rates do not have a minimum paygrade requirement. The Seabee rates will depend on how if there are A school seats available.

As for your paygrade issue, you’ll have to appeal through the Board of Naval Corrections. Advancement in those paygrades had PAR requirements and most importantly, CO recommendation (located in your eval). You’ll have to provide documentation showing you met those requirements in order for your DD-214 to be corrected.

‘After consultation with the Head of Navy Uniform Matters, we have concluded that Sailors, who purchased the new Service Uniform (SU) during their areas rollout period, are not required to maintain their Summer White or Winter Blue uniforms. The new SU is now and forever their “uniform of the day.” Those same Sailors who PCS out of an active rollout area into an area that has not yet rolled out, are authorized to continue to wear the new SU in the new area. They are NOT required to wear or maintain the old Summer White/Winter Blue uniforms. As a matter of fact, we have stopped paying* Sailors a Clothing Replacement Allowance (CRA)for them to maintain the Summer White or Winter Blue uniforms.’

My wife and I are expecting another child and I am of course going to be taking some leave during that time. I read a recent article that says the senate has O.K’d 21 days free leave for fathers in the military. It said that the paternity leave would be in addition to other earned leave under the proposal approved by the committee as part of its version of the 2009 defense authorization bill. Is this now in effect since it is now 2009 fiscal year? or is it referring to calender year? If not is there any type of “paternity leave” for dads, or are we still burning through our normal leave balance? Thanks (link for story is below)

The 2009 Defense Authorization Bill was signed into law on Oct 14, 2008. Section 532 states:

SEC. 532. PATERNITY LEAVE FOR MEMBERS OF THE ARMED FORCES.
(a) Leave Authorized- Section 701 of title 10, United States Code, is amended by adding at the end the following new subsection:
‘(j)(1) Under regulations prescribed by the Secretary concerned, a married member of the armed forces on active duty whose wife gives birth to a child shall receive 10 days of leave to be used in connection with the birth of the child.
‘(2) Leave under paragraph (1) is in addition to other leave authorized under this section.’.
(b) Effective Date- The amendment made by subsection (a) shall take effect on the date of the enactment of this Actand appliesonly with respect and applies only with respect to children born on or after that date.

Unfortunately, not all of the Armed Forces have added this provision to their individual instructions. The MILPERSMAN 1050 series contains all of the Navy’s policies concerning leave, you’ll find changes there and in NAVADMINs.

This question is in reference to a ship mate in class with me.
The ship mate was driving on base and received a call and he pulled into the gas station to answer the call and to also get gas. while pumping the gas he called the number back and got into a heated discussion that lasted a few minutes. He stated that there was another person at the pump also getting gas (they both were in civilian clothing). When this shipmate got back into his call and proceeded to drive off, the other person said something to he thought was very rude even though he did not hear what the gentleman was saying his facial expression was not the nicest. So the sail continued to drive away with out stopping. Well that Monday morning an email went out throughout the entire base and it stated that the sailor was talking on the phn while driving on base. and when approached about the cell phn use, the sailor gave him the bird rolled up the window and drove away. The sailor was taken from class and questioned regarding the incident. And is now awaiting what is going to happen next… My questions are: Could that be a form of disrespect if the sailor did not know who the person was? They are forcing him to muster on our 96, is that Emi or anything? And if they are taking away his liberty is that a form of punishment or can they still proceed with NJP?

Disrespect is disrespect, regardless of rank or clothing. There should be a point to the muster, which I hope was disclosed during his or her counseling. Requiring someone to muster isn’t considered punishment and NJP can still be applied if there is good reason.

PRT Failure question: Under OPNAV 6110.h it states the word MOST RECENT failures in a four year period. Do they mean from 2008 to 2005 because most recent means counting 2008 spring/fall, 2007 spring/fall, 2006 spring/fall, 2005 spring/fall. To me that is a four year period with most recent. Please clarify what the time frames are and the MOST RECENT? We have a new PRT Coordinator and he says it goes from 2008-2004 when the previous one use to say 2008 to 2005.

I separated from the Navy February 3, 2008 as a frocked E4/OS3 Honorable discharge. I immediately went active into the reserve component. I was brought in as an OS3, I drilled for two months and because of family reasons and civilian job training I went IRR. I am currently re affiliating but they are saying that I am not coming back in as an OS3 because I didn’t give respay enough time to approve my rank. Can’t they just submit the paperwork of approval again and bring me in as an OS3? Is there a time limit?? Is there something you know that they don’t want to reveal to me? I want to keep my rank!! I earned it.

The same person can take care of both of those, although once an application is submitted, updates usually are not accepted. It is your Security Manager’s responsibility. He/she has access to JPAS – Joint Personnel Adjucation System, where your status is updated. I would advise going to see your Security Manager. Its much easier to overlook an email than it is a person.

Thanks for your help with my issue about ‘putting together’ the new uniform. Several of my shipmates went ahead and did it anyway, and luckily for them, they are all but identical, and also lucky for the, the local exchanged stocked up on E7-E9 shirts in anticipation (or maybe, luckily for the chiefs).
However, they were disappointed to learn that if they had only been patient a few weeks, they could have spent 40% less.
But, I digress.
With the release of the navadmin authorizing the new uniform for wear, and the lack of an update to the uniform regs, there is debate on whether or not we are authorized to wear our favorite old ‘pewter’ warfare devices. the uniform regs states that “pewter collar insignia will be phased out effective 01 October 2005”, hence they are no longer sold.
The 08 navadmins releasing the new uniform seem to simply state that the garrison cap, and collar insignia must be anodized, however many people at my command cite different reasons for pewter to be unauthorized, for example, someone having read that warfare, and collar insignia must be made of the same material. (conveniently, this person couldn’t remember where they had read this)

Chief I have a question about the eval I just received. My last eval was promotable and I passed and was selected for board last cycle. During the last 6 months my career has taken a turn for the worse. I was relieved as supervisor and issued to seperate counseling chits neither of which had corrective actions. I was then moved from my shop to another where I do nothing associated with my paygrade. I received my evaluation a few days ago and it was marked significant problems. I don’t understand how my eval can go from p to sp within this time frame. I am still conducting all of my duties none of my quals have been removed. I was also recommended for retention assignment in rate and ia. Which seems like a stab in the back since I just became a single parent, I am in the process of routing my family care plan now which I cannot comply with. I am very afraid for my career I love the navy and I would like to maintain my eligibility for chief. I am wondering if and when the punishment is going to end and if I’ll ever receive any direction from my Chief’s. Thank you!

The reason for your drop has to be clearly written on the back of your EVAL. An SP eval is a recommendation against advancement and you should have been required to sign a Page 13 entry. If you truly feel your eval is unjust, you can recommend CO’s Mast to appeal the evaluation. Be prepared for this, you will have to substantiate your issues clearly, conscisely and accurately. Your personal situation should have no play in your appeal.

You need to be aware failure to comply with your family care plan is grounds for seperation. You really need to sit down with someone in your Chain of Command and discuss each of these issues and see what the best route for you and your career is going to be. If your Chief’s are not being helpful or supportive, speak with the CMC.

I was Humanitarily transferred from Okinawa (Accompanied tour) last summer due to complications with my wifes pregnancy. The complications have been resolved, and my twin boys are now 14 months old, and in great health, as is my wife. Does the transfer last year disqualify me from doing another accompanied overseas tour? The 1st question on the “Report of Suitability for Overseas Assignment” asks:”Has the member or any spouse/family member(s) previously been reassigned, prior to normal tour completion, due to their unsuitability?” My wife was categorized as EFMP CAT4 due to the pregnancy, but is now cleared, and is no longer enrolled in EFMP. We would both like to return to Okinawa, and an opportunity has presented itself where i am in a position to volunteer to return, but i dont want to volunteer if my family cant go with me. I understand that there is a possibility of a waiver, but what are the chances of it being approved? Please reply via e-mail, as i am currently deployed, and am unable to get to the web very much. I emailed this reponse but I’d also wanted to post it in case others are in a similar situation.

It would be up to your CO to request a waiver for your family. It is a good bet he will take your wife’s doctor’s recommendation. Your prospective command will also, more than likely, be contacted to ensure they agree. The concern would be if she were to become pregnant again and require another transfer. If the chances are slim or not possible (surgical types of birth control), then you have a very good chance of being approved for overseas duty.

I have served in the Navy for almost 11 years. My EAOS is March 2009, and PRD is in 2011. I am a single parent but have a great support system. I would like to finish out my career, but do not want to leave my daughter as much as I do on active duty. I was told that the FTS program would be my best bet, but that the advancement isn’t that great. Would I be able to re-enlist under FTS upon my EAOS, or should I just stay reserves and try to finish it out that way. What do you recommend. Thanks in advance for your great advice.

Unfortunately, First Classes are rarely transfered into FTS ratings. Like most conversion programs, they primarly transfer at or below the E5 level. SK advancement in the FTS world is average, not nessecarily any worse than REGNAV. You’re big hurdle would be your seniority and paygrade. You also shouldn’t assume FTS would mean no deployments. We have FTS sailors who deploy, on ships, aircraft and to the desert. Keep that in mind and remember, competitive sailors go to sea, FTS or REGNAV; it’s just harder for FTS sailors to get to sea (fewer opportunities).

You need to see if there are spaces in the Reserves for SK1’s right now. There’s no gaurentee we need SK SELRES. You also might want to see what the chances there are you’ll be activated as well. It wouldn’t do you much good to get your 2 year reprieve and then be activated to a deployable unit.

There comes a point in all of our careers where we have to decide if the scales of balance between home and family have tipped. It’s not an easy decision and one you have to make soley on your own. Your best bet is to get as much information about your options before making the decision. Sit down and talk this over with your family. You can look it at from a tours angle, you are only 2, maybe 3 tours (depending on where you are now) from retirement eligibility. Sometimes it all it takes is prospective. Either way, you have to do what’s best for you and your daughter. That is the choice we all will benefit from.

I was in the navy for four years. After two years, I went to school. On the very last day of my enlistment, as I was about to sign myself out, I was told that I owed the navy one more year because I went to school. This was a hard decision for me because I hold my time in the navy very dear, but my father had just fallen very ill and I had already built many plans and obligations based on the assumption that this was the final day of my enlistment. I was honorably discharged as an re-4, but now that my family has gotten back on their feet, I would like to renlist. I don’t feel it’s fair that I was uninformed of the extension to my enlistment and no one ever asked for my consent. Is it possible to fight this?

You can submit a request to the Naval Board of Corrections to have your RE-4 code changed. It’s not easy. You should have signed an extension or at least a page 13 entry concerning the extra year. Provide them ALL the details and see how things fair from there. The process is slow though, keep in mind it may take a few months for a decision to be made.

M, OSO that listed the type of school, how many days and where it is but did tell when or give any details. I wrote her last Friday but have not received any response. SRBs are indirectly tied to our economy. When the DOD budget and further down, the DON budget are estimated, bonus money is figured in their request. How much Congress approves determines the effect on SRB or any bonus pays. If we aren’t approved for the entire amount, bonus money ‘could’ decrease. There isn’t a solid formula for figuring out where we will pull money from if our budget is decreased.

Bonus money is quite likely to be cut as it doesn’t directly affect our ability to complete our mission and poor economy usually leads to higher retention rates, BUT to assume SRBs are going to go away entirely isn’t a safe bet either. There has to be a balance between the money we have and the people we need to keep, especially those who are lured to higher paying jobs in the civilian world.

I know this isn’t clear but budgetting is a very complicated subject, especially on a Navy wide scale.

I’ve been in the Navy for some time now, however I have spent my whole career (9 years) in the Fleet Marine Force and SPECWAR (type 2 duty the whole time, but never been on ship). Because of my career path, I think the ‘Blue to Green’ program transistion to the Army my be for me since at this time I love deploying, but dont know anything about ships and would prefer to remain in my field of green gear tactical communications. Making E-7 with no time on ship may be tough. My question is that my hard EAOS is this September ’09, then I have an extension with a soft EAOS in March ’10. Since extensions are dropped when a member re-enlist, can my extension be dropped if I re-enlist to another branch of service?

You would have to finish out your extension before transitioning. You are separated from the Navy, DD-214 and all, then enlisted in the Army. Your extension is time owed to the Navy, not the Department of Defense as a whole.

Making Chief without ship time may be difficult but not impossible. With the wide variety of billets available, it is still possible to make Chief by deploying with other units – SEALs, SEABEES, RIVRON, etc. On the other hand, we value diversity and ship duty is something you haven’t even tried, so there is no way of knowing if you would excel there or not. You could do a back to back sea tour, only spending 24 months onboard a ship to determine if you really want to stay with green gear. Or request a cross deck to another platform. There are many options available to you or you could apply for the Blue to Green program and convert once your Navy time is finished. It is your choice.

No, the enlisted ranks do not promote to the rank of the billet they’re assigned to. It simply means the billet is designed around the abilities of an E3. It’s always a better thing to be assigned to a billet in a paygrade higher than your own.

I was wondering if this happened very often let me tell you my story. So I have been in the Navy for about 5 months now, i graduated Yeoman A School in November, and I got to my new command Decemeber 1st. During my 2 weeks of leave after A school i never got a call from a sponser and there was not a number to my new command in my orders, so when i got to Washington DC i contacted PSD at Anacostia Naval Base and they came and got me and helped me find my command. As it turn out my command never even knew i was coming so when i got here they where shocked. Not only that but the billet i was sent to fill is for a Petty Officer, so i had to get orders to a new command, which thankfully is just right down the road from the command im at now. I was just wondering if this happens often???

I was advanced to 1st class on December of 2008 and am looking to try and take the Chief’s exam for LDO Purposes. I brought it up and was told I would be eligible because the time in rate for me would be back dated to July of 2008 and I would have the one year required time in rate as a First Class this July before the Packages are due. Now only 2 days before the exam I’m being told by my PS1 that I won’t be eligible for the exam because my Time in rate will not start until Jan. of 2009. How is this possible if I was advanced in Dece,ber of 2008. I loooked back at when I was advanced to both Third Class and to Second Class both which happened in December. WHen I advanced to Second Class in Dec. of 2006 I was not paid for it until Juune of 2007 but still my time in rate showed starting in July of 2006. WHy is it that the two times before When I advanced it was back dated to the July of that year but this time it isn’t.
On Both Occasion’s I was advanced in December but my time in rate was back dated to July of that same year. Where can I find the information on how to find out when my Time in rate will actually start? Great Website and thanks in advance for any help you can give me.

If you were paid 16 Dec 08 (advanced off the March 08 exam), your TIR was dated to 01 Jul 08 and your one year TIR for E6 would be up 01 Jul 09, three months before the package deadline of 01 Oct 09. If this is the case, I would request a late exam and get your Chief involved. You will probably need to print the advancement manual pages showing TIR ( Table 2-8 ) and the LDO exceptions, para 217.

If you advanced off the Sep 08 exam, you won’t be able to take the test til 2010. Remember, you are not advanced, you are frocked until you are paid.

My opinion would be slim. The Navy is over our end strength (meaning we’re overmanned in some areas) and have several active force shaping tools out there. You can ALWAYS talk to a recruiter and try, you’ll require a waiver, and solid proof you’ve overcome the issue. Good Luck.

Our group is Foward Deployed right now and I have a few officers asking about incentive pays…Aviation, in particular. I have read the instruction (BUPERSINST 7220.29A) and what I am understanding is that they have to be in an Aviation billet. The officer sees it as he is entitled because he has the designation. I applied for the NROTC scholarship to go into the Navy Nurse Corp and was contacted because they wanted to make sure i was still interested, upon this i asked if i would still be allowed to take the scholarship and join the program although i have a history of cutting. That is all done with and i haven’t done it in a while and i know i will still need a waiver. My question is what are my chances of getting a waiver? Does it mean as much that it’s a part of my history if i’m just going to be a navy nurse and not in combat or anything like that?

There will be a lot of questioning into your past. Whether your waiver is accepted is going to depend on the severity of the incident, how far in your past it was and what doctors will say now about your mental state. The type of your job is of great concern. You’re looking at being a nurse, working in a medical field, where we need our strongest and most stable. It’ll be up to the doctors to decide if your past is still of concern.

Pregnant and singled out

Good afternoon Chief,

I’m 5 months pregnant and my Senior Chief is asking me for a doctors note that states that I don’t have to participate in PT. When I was two months pregnant I was asked to provide the same information but my doctor said that he wouldn’t write any such letter because OPNAVINST 6000.1C already states that a pregnant service woman is exempt from the physical readiness program. The doctor told me to PT on my own, when I was able to. I passed this instruction on to my LPO and the matter was not brought up again until this past week. To my knowledge I am the only pregnant female at my command being asked to provide this kind of note from my doctor. I have not gained any obscene amounts of weight nor have I used my pregnancy to get out of my watch standing duties. I really do feel singled out because none of the other pregnant females have been asked for this information. What should I do? Couldn’t the CO be held liable if I’m injured on my way to Command PT which by instruction I’m exempt from participating in?

You are completely correct. The only ‘note’ your command needs is the official notice of your pregnancy from medical, which I am sure has been provided. You need to speak to your Command Master Chief and have him discuss it with your chain of command.

BM2s are optimally manned right now. So, there is a possibility you could come back in but it would depend on how many years of service you had. As for picking orders, it would be no different than when you were active duty. You’d have the same sort of leeway as the other BM2s in the Navy. Its all about what billets are open at the time. You’ll need to talk to a recruiter to get specifics and start the paperwork (which takes some time).

I’ve been in a while and have always understood that when smoking in the designated smoking area’s around the base that you do not render salutes with the exception of colors. Currently I am up for order for SK2 with 4 years in the navy on June 1, 09. My PRD from my pregnancy order is July 09. My husband is a recruiter in the area, and he is a CTR2 with almost 7 years in. My last sea time had 2 years 5 months and 8 days. Now I was just told by the detailer that I need to get an order NOW; or otherwise, I will be given one. I did have checked CMS detailing in these couple months, but there is no order available at all in my area.

I did submit my co-location paperwork; however, my husband’s admin did not pass off his paperwork and we had been asking about the co-location paperwork over and over again.

I have 3 questions. (1) do i have to go back to sea since he is on shore, but he is doing the recruiting? And (2), there is no order available here at Lemoore, CA and i really have nothing to pick. How would the co-location paperwork really work? And (3), if the detailer does not honor the co-location paperwork from my husband anymore due to his admin’s fault/ late submittion, how fast will I be co-located with my husband again if they are sending me to somewhere else?

If I don’t get co-location with my husband, is that possible to put in request to cross-rate to CTI and which will possibily extend my PRD temporary.? I have talked to my career conselor about the cross-rate. But I was turned down twice, once on the ship as a E-4 and now a E-5 on shore, both due to overmanned in rate. I speak 4 foreign critical languages, 3 Chinese (natively) and 1 Japanese (from college), so I really don’t see why I cannot become a CTI.

Actually, I was not planning to put in that package since I had 5 more college classes to go, and which I would be able to apply to become an Intel officer.

Chief, I would really do anything that could help not seperating with my husband. My husband does not come back home every night from recruiting till 2230 everyday except Sundays since he has to make his goal. I don’t want to get out, just because we have no family to take care of my daughter.

I know this is very long and thanks for your suggestion in advance.

You may not like your answers but here they are.

1. Yes, you have to go back to sea duty. The rotation for married couples is one on shore/one on sea. It’s a sacrafice you have to make to stay in the Naval Service. You are also required to have a family care plan, outlining who can care for your child in the event both you and your husband are unavailable. Not being able to supply a family care plan is grounds for seperation from the service.

2. Spouse co-locations requests are simply that, requests. If there is no available sea duty in your area at the time of your transfer, then you will have to take another billet. The detailers cannot ‘create’ a place for you.

3. You and your husband would have another opportunity to be stationed together at his PRD. Your PRD should be adjusted to account for the time you spent on sea duty prior to your pregnancy.

4. You cannot put in a cross rate to avoid sea duty. PERIOD. As for you being turned down due to an overmanned rate, understand that while you may be thoroughly qualified for the job, if we have too many sailors in the rate, advancement is very poor. You don’t want to be in an overmanned rate, nor does the Navy want you there. Additionally, cross rating into another rate doesn’t ensure the availability of duty in LaMore either.

The Navy works to put married military members together but its quite simply not always possible. Good Luck, I hope you find a billet in the area.

I apologize I see it posted here at the bottom.
My question is this, I was working with a fellow crewman on a small boat, I was taking down antennas on the coxswain station, moved to the boat captains chair then slipped and fell while stepping down, with one leg stuck behind me and my body armor caused me to be wedged in between the boat captains station and the dash. I could not move or turn side to side and I couldn’t turn my head due to the position of my Kevlar and body armor, furthermore according to my commands sop my M-4 was in condition 1 and bungee corded to my back. When I fell into the boat the M-4 with a BFA attached it caused the BFA to get stuck/wedged behind me on the boat, thus causing heavy strain on the bungee and my sling, and I could not remove it, nor turn around to see it or take it off. Thus I could not move side to side or forward or backward because of the way my M-4 was stuck and my body armor wedged. Being stuck in a forward position on one leg, I asked my Qm3 for help, he obliged and reached over the top of me and started jerking my M-4 loose at the moment I broke free I heard a pop and thought we were taking fire, then I saw the look on his face and realized he had discharged my M-4. We were in a training environment and had blanks, and I just had my weapon safety checked prior to working on the boat by my boat captain during PCI checks, the best I can conclude is that when I slipped and fell my M-4 safety/fire selector was pushed off safe and onto fire. My Qm3 and I were then ushered into a tent and we had to sign statements and be read our rights. I was told not to worry by my LCPO because I had done nothing wrong. I just went to DRB yesterday and upon leaving. My chief spoke with QM3 and me and told me that I would be going to captains mass and that the chief’s mess said that their recommendation was to dismiss the case. However, I still would have to go to XOI and then mass. After hearing this I looked into the UCMJ to see what I was charged with in the report, it was Article 134 – (Firearm, discharging— through negligence). However upon reading this article, I don’t understand how it applies to me, since I was not the one that actually discharged my weapon. Also since it was blanks it didn’t have the potential to damage property or personnel. Furthermore I was not coking and joking I was working as ordered with full battle rattle and a condition 1 M-4 bungeed to my back. So according to the UCMJ article I was not being negligent or unsafe, and I didn’t actually fire my weapon. My Qm3 caused it to discharge while trying to get me loose. So my question chief, is there actually a case against me? If so I don’t understand how and since I will be going to mass but don’t know when, should I get involved with Jag or some thing of the like? I don’t know what to do.

If a report chit was written for the incident, which I am sure it was, the DRB does not have the power to ‘dismiss’ the chit. It can only be dismissed by the CO, the DRB and XOI will provide recommendations to the CO, which it appears to not be a negligent discharge. If you are still concerned, you can ALWAYS go talk to legal. They can give you a better grasp on your legal rights and the reason you’re still going to XOI.

First, are rating badges required on the peacoat, I have seen shipmates in the barber shop taking off there peacoats only to find out, then, they are Petty Officers. I am an SK2, am I required to wear my E5 rating badge on my peacoat?.

Second, how long has the Storekeeper rating been around? Just want some history, due to my up-coming conversion to “LS”.

Yes, sailors can walk and talk on their cell phones if they a. follow base policy (some bases prohibit their use or require handsfree) and b. it DOES NOT interfere with the rendering of military honors. The reference is:

When you submitted your spouse co-lo, it is supposed to match your PRDs, normally to a three year rotation (sea/shore), if possible (depending on your family situation and current PRDs). The instruction you’re looking for is MILPERSMAN article 1300-1000.

I’ve been in the navy since August 2003 and went LIMDU for an ACL
reconstruction surgery in December of 2004 after serving over a year on
my first ship. I’m coming up on my 4 year mark of sea duty and am very
interested in taking an overseas shore duty billet. When I submitted a
1306 up my chain to be transfered at my 48 month mark, it came back
denied stating that I’m still a year and a half shy of my 4 years of
required sea duty before rotating to shore because I was LIMDU, and
being LIMDU causes your sea counter to start over. Is this true?
Because I was in a LIMDU status, all sea time I accrued up to that point
now counts for nothing? I’ve been in for almost 6 years now, I’ve been
on 3 ships, and I really want to get stationed overseas. Now because of
this, it may not happen because they won’t let me go until my PRD which
is a year before my EAOS, and I’m a 2nd term sailor as it is. This whole
LIMDU thing has more or less plagued my military career in one way or
another and keeps coming back from the past to mess things up for me.
Any answers or guidance would be hugely appreciated. Thanks.

I just took the CPO exam for the firs time in January. I missed the final multiple by 2 points to be board eligible. Does that mean I failed the exam or that I just am not board eligible? The exam average was 52.1 and my standard score was 48.7… I was told that if you pass the exam you made board but it seems my evals were not the 3.82 they were looking for. My PMA avg was 3.7.

No, you did not fail the test. The information you were given was simply wrong. Board selects are the top 60% of all candidates in your rate. The final multiple – a combination of test score plus PMA points- is how this 60% is derived. The information on your profile sheet only shows you the average of the exam score and PMA of those 60% who did make board. I hope this clears up some of your confusion.

Yes, your CMC should inform you of the results of your DRB.

As for your chain of command, you can address it via NAVREGS Article 1150, Redress of Wrong Committed by a Superior. You need to go to Navy Legal and get counsel to do so. You can also, as a last resort, contact the Navy Inspector General’s Office. Their website: http://www.ig.navy.mil has a lot of information.

And yes, your command can prohibit you from speaking with your spouse. It’s called a Military Protective Order and is designed similar to a civilian restraining order. DD-2873 is the form.

You can’t request to re-enlist until you are 90 days from your EAOS. Unfortunately, the new SRB levels went into effect on March 11, 2009, so you fall under those levels. Your hope is when the next SRB message is released (if you are still on your OTT) the rate will increase again.

I was stationed on an FFG from 2001-2005. After looking at the new ESR I noticed that none of the awards that the ships “earned” are on my record. Such as Coast Guard “MUC”, Humanitarian Award, Battle “E”, even things like my sea service and weapon ribbons. How can I go about verifying these items? I then asked if I was to volunteer for a 12-14month GSA IA would I be able to Guard for NJ/NY then. I had read the instruction and it states 18months of PST can be waived on a case-by-case basis. My detailer said that the aren’t going to be any type of orders up there now or in the foreseeable future. Is he being truthful or just not wanting to work with me?? Also I would be looking to do my IA in Jan.2010 and that would mean I wouldn’t need the orders for up there until 2011. Would you be able to help me figure out a way to get myself and my family home. I am trying do what would be best for my family and stay Navy. If there is anything you think I should do please let me know. Thank you

What your detailer should have said was there are NO IT3 billets in that region. The only billet you could fill in that region is a recruiter billet and recruiters are detailed by district. Recruiters are normally E5 and above as well. Your detailer can’t send you to a billet that doesn’t exist and an IA won’t change that fact.

Be more concise with your question. What if what is not updated? Your Page 5, your page 4 or the awards website? If it is your record, as I said, PSD updates your record using those documents (you can also use your Evals to prove you were onboard if your Page 5 is incorrect – which PSD can also fix).

If the website isn’t updated, you’ll have to find the Naval Message entilting your ship to her awards. Contact the ship now and see what admin has on file. COMNAVSURFOR may also have records concerning past awards. Your weapons qualifications are much harder to prove, and again, contact the ship or the range to see if you qualification was logged for training purposes. Your evaluations prove you were on deployments, those can be used to update your sea service ribbon.

I sustained an injury to my wrist upon arrival at my command. The doctors at medical have told me to wait and see if it heals on its own. Two months have passed and no improvement, so they decided to send me to a wrist specialist off-base to figure out what was wrong with it. The civilian doctor said that i tore a tendon and need surgery to correct it, however my Training Officer denied my request to get surgery and told me I will have to wait 3 months until i am done with my training to recieve the surgery i need. Problem is it has already been 2 months, and the doctor told me the longer i wait without fixing it, the less chance it will ever recover fully. Is there anything i can do to appeal, and get the surgery i require? And on a side note, are they allowed to transfer you to a different command if you are broken? Please let me know, thank you.

You need to go past your training officer. He doesn’t have the authority to deny your request, only your Commanding Officer does.

You are referring to LIMDU and that is decided by medical, for conditions where recovery is going to last more than 90 days. You’ll only be transferred if you are at a sea duty command.

Think about what your ideal sailor is. Determine your ideal non-PO and look for those traits in your candidates.

I have some questions about maintaining your record and submission of information to the selection board. 1st time up and trying to get it right for next time.

1) If my page 4 is blank on by web enabled record but all the information is found in NSIPS, OSR/PSR, ETJ etc. do I still need to submit a page 4 to the board.

2) If my job of being the CFS is listed in my eval do I still need to submit the designation letter?

The Web Enabled Record Review on BOL is pulled from the same database as the board pulls from. If it is not there, you need to send it in.

If your CFS is on your eval the designation letter is not needed. You need to make sure the good you’ve done for the command as the CFS is in your eval, not just written on the front as a collateral.

Is it possible to make Chief with a promotable eval, especially if your previous body of work (evals) were all 2nd Class evals and they were stellar. They emphasized leadership, teamwork, and mentorship for 6 years consecutively. Is this not sustained superior performance. Also, did I mention I have less than 8 years in the navy. It seems that I am being punished for advancing early and taking care of my business, and the senior folks get rewarded for sleeping during their career. I had a MP score well over 3.6, but I received a promotable. I am thinking maybe the Navy wants me to leave, cause they don’t appreciate the love and devotion I have put forth. That’s is exactly why many board eligible candidates choose to go LDO/OCS because they make Chief impossible to make for juniors. HELP ME SOS!!!Please post responses to this site.

Yes, it is possible to make Chief off a Promotable recommendation. The board consists of salty Master Chief’s who know how the system works. They understand newly promoted petty officers are just that, newly promoted. They also understand new check-ins are new check-ins. In both cases, you are competing against sailors who have been doing the job longer than you have. Is it possible to rank higher than P in those cases? Certainly. Is it rare? Yes.

One P eval is not going to stop you from promoting. It’s how you have performed over the entire 5 year period and why did you earn the P. Were you a new PO1 or was it in the middle of your tour and your eval dropped? Evals are always viewed in context.

Your time in the service isn’t going to count against you. I know more than a few CPOs who made it in the time you have, some in less. Have a seasoned MCPO, preferrably in your rating, look over your record. They can tell you if you are missing anything.

Also remember, if you have not learned already, being a First Class is different than being a Second Class. How you performed as a Second is only a precursor as to how you will perform as a First. You need evals to show you perform just as well as a First.

I wouldn’t say less than 8 years in the Navy is impossible to make CPO. I am sure you have some 15-19 year first classes who would be very upset about your views. Remember, not all rates advance on the same timeline.

I was looking to drop my extension and get out early. I do not go on to my extension until Nov. of this year. It is a year extension that I signed for a bonus when I signed my contract. So I have 4 question:
1.) Would I be able to actually drop this extension?
2.) Would I have to pay back the $4000 bonus I received?
3.) If I am able to drop it how do I go about doing so?
4.)If I do have to repay it how would that occur?

3. Submit a special request chit to your chain of command or a 1306/7. Most commands want both, the 1306 will go to NPC.
4. You’ll have to repay your bonus prior to be released from service, usually lump sum.

Your request to NPC, if you CO approves it, will have to have a reason for canceling your extension. You’ll have to include that in your request.
